Plaintiff-Appellant Kom Thongsonlone (Thongsonlone) appeals from the Judgment in favor of Defendant-Appellee State of Hawaii (the State) entered by the Circuit Court of the First Circuit (the circuit court) on February 7, 2002. The Judgment followed the circuit courts entry on December 17, 2001 of an "Order Granting [the States] Motion to Dismiss [Thongsolones] Complaint for Damages" on grounds that Thongsolones claim was barred by the statute of limitations. We affirm.
